So my brother has asthma. I know the answer is hookah is bad for you, but is hookah better than smoking cigarettes?

I don't do either, but I saw on his IG Stories that he was out with his friends. I don't know if he was hookah-ing but I know other people were. What are the effects for him? Does it make it worse? Or is it like vaping? (Also, is that bad? He told me it wasn't...)
